    Haryana Rural Development Authority (HRDA)

    Haryana Rural Development Authority was established and constituted on 29.10.2007 by carrying out an amendment in the Haryana Panchayati Raj Act, 1994 and a new Chapter XXII was inserted.

    Objectives of Authority:

    The objects of the Authority shall be to promote and secure regulated development of the rural area and development zone in and around villages including Lal Dora and to provide amenities, sanitation and hygiene in rural areas and also to provide residential and housing facilities particularly for weaker section.


    Section 223
    Duties and Functions of Authority

    Subject to such exceptions and conditions as the Government may, by general or special order, impose, it shall be the duty of the Authority within the limits of funds at its disposal to provide for and make arrangements for carrying out the requirements of rural area in respect of the following matters:-

    • Identification of rural area for declaration of development zone.
    • Preparation of development plans for regulation of the development zone.
    • Providing regulated grow within and around villages.
    • Providing amenities, sanitation and proper hygiene in rural areas.
    • Development of residential and housing facilities in villages particularly for weaker sections by acquisition and development of land.
    • ProvidingfinancialandtechnicalsupporttothePanchayatiRajInstitutions for the development of rural area and development zone in and around villages.
    • Distributions of house sites in the development zone and maintenance of record thereof.
    • Maintenance of buildings under its control or transferred to it by the Government or any public authority.
    • Maintenance of general sanitation.
    • Cleaning of public roads, drains and other public places.
    • Maintenance of community assets or any other duties and functions as the Government may direct.

    Development of Model Colony on Gram Panchayat land in village Israna District Panipat.

    • A decision was taken in the 3rd meeting of the Authority that new sites owned by Gram Panchayat may be identified so that it may be developed by the Haryana Rural Development Authority in a planned manner where urban like facilities such as Clinic, Community Hall, Shopping Complex, Solar Energy System, Rain Water Harvesting System etc may be provided so that a Model/Green Village may be developed

    Development of Model Colony Israna–  Steps

    • Stone-Laying Ceremony of the Tau Devi Lal Model Colony at Village Israna, Panipat was held on 26.06.2021 which was laid by Sh. Dushayant Chautala, the Hon’ble Deputy Chief Minister, Haryana.
    • The land measuring 48 Acre 1 Kanal 14 Marla was registered vide Basika No. 490/1 dated 06.06.2022 in favour of Chief Administrator, Haryana Rural Development Authority for developing a Model Colony in village Israna.
    • Development Zone of Israna Village has been approved by the Govt. under section 255 of Haryana Panchayati Raj Act, 1994. The notification for declaration of Development zone is published in the Haryana Govt. Gazette (Extra) on 02.05.2022.
    • Approval granted to GP for sale of the proposed land and sale deed executed in favour of HRDA.
    • Development Plan has also been prepared by DC Panipat
    • The project report has been submitted to the Govt for approval to examine the financial and commercial viability of site, find out the potential for sale of plots and their actual utilization by prospective buyers to constructs houses so that project succeeds in its basic aim of providing Urban infrastructure for developing a Model Colony at Village Israna.
    • Evaluate Detailed Project Report for Development of Model Colony- The estimated cost of Detailed Project Report for the internal development of proposed Model Colony Israna is Rs.3808.00 Lakh per acre for development works i.e. Water Supply, Sewerage, Storm Water, IPB Street, Community Building/Shopping Centre, Electrification, Street Light, Horticulture.
